As one of your constituents, I am writing you to ask you to support LC 1994, concerning electric bike rebates in Oregon.
This legislation would allow lower income earners to afford higher quality electric bicycles meant to be worked on and used for years even decades, instead of low-quality internet e-bikes that are scrapped once they fail after a year of service. This would also support local businesses and economies, by requiring purchasers to buy from one of Oregon’s many local bike shops. Which would in turn create more relationships with local bike riders and their local shops, creating ongoing investments in those shops by means of service work. Instead of supporting manufacturing jobs overseas.
While the federal government will be providing incentives for electric vehicles, they missed a faster growing and, in many ways, more important sector, Electric Bikes. According to LEVA, the US saw nearly 790,000 electric bike imports in 2021, when most bike shops couldn’t get their hands on enough bikes to sell. That is more than the 652,000 electric cars that were sold in 2021 which included both all electric and plug-in-hybrids, according to BloombergNEF.
This sector has many benefits over typical electric vehicles including a smaller carbon footprint for manufacturing and recharging, ability to improve individuals’ health and lower healthcare cost needs and by providing more agency to lower income earners who cannot afford a traditional vehicle.
This rebate program coupled with the federal funding that was approved for bicycle infrastructure, would be just one of the ways we can work toward achieving our climate carbon emissions goals, meanwhile working to help provide jobs here in America, support local businesses which are the backbone of our communities, grow our GDP, and give low income earners a leg up as they work to achieve a better life for them and their families.
